讲座内容简介：

The lecture will include an introduction to the responsibilities of United States landowners. Today in the United States, there are several issues that citizens and local governments are struggling with that affect land. A few of the issues will be introduced in the lecture— for examples affordable housing, taxation for additional facilities or services,changes to zoning regulations that could violate past public promises and limitations on government rights to extract improvements from land developers.

比尔曾在俄勒冈州密尔瓦基担任过六年美国市政官，俄勒冈州西林恩、密尔瓦基、大马色、圣海伦斯、喀斯喀特、金城、蒂加德、邓迪和埃斯塔卡达等俄勒冈城市的合同城市律师，以及南克拉克马斯交通地区的法律顾问。自2002年以来，比尔一直致力于通过ICMA参与国际项目，曾在印尼、斯里兰卡、俄罗斯、约旦和南非的国际项目中起到了很大的作用。自2011年起，作为ICMA国际委员会的成员，他更一直致力于帮助ICMA中国中心。

Bill served as City Manager for Milwaukie, OR for six years, retiring in October, 2016. He previously served as contract City Attorney for the Oregon cities of West Linn, Milwaukie, Damascus, St.Helens, Cascade Locks, King City, Tigard, Duudee, and Estacada and as legal counsel to the South Clackamas Transportation District. Bill served as Community Development Director for Tigard, Oregon from 1982 to 1988 and as City Manager for Tigard, from 1994 through 2004.

Since 2002, Bill has worked on international project through his participation in ICMA. He has worked on projects in Indonesia, Sri Lanka, Russia, Jordan, and south Africa. As a number of the ICMA International Committee since 2011, he has focused on assisting the ICMA China Center.

主持嘉宾简介：

马允，中国政法大学法学院行政法所讲师，中国政法大学法学学士＆硕士，荷兰伊斯姆斯鹿特丹大学法学院＆中国法中心，Ph.D.（法学博士）。研究领域是行政法与行政诉讼法、环境规制、保护地治理、国家公园。
